Kentucky American Water, a subsidiary of American Water Works Company, Inc., completed the purchase of the Livingston Municipal Water Works system on April 15 2026. The system serves about 162 customer connections in Rockcastle County, Kentucky.
The sale, which was approved by the Kentucky Public Service Commission on February 10 2026, was conducted for $400,000 and was intended to help Livingston pay off debt owed to the Wood Creek Water District. The commission noted that Kentucky American Water has the financial, technical, and managerial capacity to provide service and that rates will remain unchanged until the next rate case.
Kentucky American Water will invest more than $600,000 over the next five years to upgrade the system’s infrastructure, including water treatment and distribution assets. The acquisition adds new customers and infrastructure to the company’s regulated portfolio and supports its strategy of acquiring smaller municipal systems to strengthen water infrastructure across the state.
The deal is part of American Water Works’ broader growth plan, which included 18 acquisitions in 2025 that added 20,900 customers. The company has pledged $40–$42 billion of capital investment over the next decade to modernize infrastructure, improve resilience, and expand service in fragmented markets.
Rob Burton, president of Kentucky American Water, said, "Kentucky American Water is committed to delivering safe, clean, reliable and affordable water service to our new customers in Livingston, just as we do for over half a million people in the Commonwealth." Mayor Sandi Singleton added, "We are confident that this decision will provide long‑term benefits to our customers through enhanced sustainability, improved infrastructure and a continued commitment to high‑quality service."
