Bloomberg reported on March 27 that Citigroup Inc. was reportedly weighing the purchase of a U.S. regional bank. Citigroup immediately issued a statement calling the report “baseless speculation” and reaffirming its focus on organic growth and the completion of its transformation program.

Citigroup’s Q4 2025 results provide context for the speculation. The bank posted adjusted earnings per share of $1.81, beating the consensus estimate of $1.65 by $0.16, while revenue of $19.87 billion fell short of the $20.99 billion forecast. The company is targeting a 10‑11 % return on tangible common equity for 2026.

JPMorgan Chase and Bank of America, the two largest U.S. banks, posted strong fourth‑quarter results as well. The Office of the Comptroller of the Currency terminated an amendment to a 2020 consent order in December 2025, signaling progress on risk‑management compliance, but the bank remains subject to oversight that could affect any deal.

Investors reacted with skepticism to the Bloomberg story and Citigroup’s denial, reflecting concerns about the potential disruption to the bank’s transformation agenda and the execution risk of a large acquisition.

If Citigroup were to pursue a regional bank purchase, it would represent a strategic pivot from its recent divestiture‑heavy approach.
