Fluor Secures Engineering Contract for First U.S. Refinery in Over 50 Years

Fluor Corporation announced that it has been selected to engineer and design the front‑end of the America First Refining Facility in Brownsville, Texas, the first new refinery to be built in the United States in more than 50 years.

The contract, whose value has not been disclosed, will be recognized by Fluor in the first quarter of 2026 and is expected to add materially to the company’s backlog, which stood at $25.5 billion at the end of 2025 with 81 % of that amount reimbursable. Fluor’s 2025 revenue of $15.5 billion and the performance of its Energy Solutions segment—$943 million in revenue and $56 million in profit—highlight the importance of this new project to the company’s core business.

Fluor’s strategy has been to secure high‑value, reimbursable contracts that shift execution risk to clients. The America First deal fits this approach, reinforcing the company’s focus on projects that provide predictable cash flow and strengthen its position as a leading EPC partner in the energy sector. The contract also supports the company’s broader goal of expanding its presence in the refining market, where it has historically been a key player.

Groundbreaking is scheduled for the second quarter of 2026, with an expected completion window of four to six years. The project’s $300 billion valuation, announced by President Trump, underscores the scale of investment required to re‑establish domestic refining capacity.
