CGI Inc. announced a deepening of its global partnership with OpenAI, focusing on the Codex AI agent platform that enables natural‑language design, build, and management of digital solutions. The expansion gives CGI’s 94,000 consultants and experts access to Codex’s agentic AI capabilities, allowing the firm to embed AI agents into software development, code review, vulnerability detection and business workflows across government, public safety and commercial clients.
Codex, which was introduced as a research preview in May 2025, has evolved rapidly. In March 2026 OpenAI launched Codex Security, an application‑security agent, and in February 2026 released the Codex app, a command‑center for orchestrating multiple agents. The latest GPT‑5.4 for Codex, released on March 5 2026, further enhances the platform’s coding, debugging and review capabilities, making it a powerful tool for legacy‑code modernization and automated quality assurance.
The partnership is the first named partner in OpenAI’s new systems‑integrator channel, giving CGI a unique foothold in complex, regulated enterprise environments that require deep change‑management expertise. It also aligns with CGI’s “AI to ROI” strategy, which has been a cornerstone of its $1 billion AI investment plan announced in July 2023. By embedding Codex agents into its end‑to‑end services, CGI aims to accelerate client outcomes, improve productivity and support legacy‑code modernization across a broad client base.
"CGI's expertise in large‑scale software transformation enables enterprises to deploy Codex across legacy code modernization, code review automation, vulnerability detection and application development," said Denise Dresser, Chief Revenue Officer at OpenAI. "Generating business outcomes from Agentic AI isn't just about tooling or adoption, it's about engineering, embedding and integrating agents at the core of how work is done and value is created across the organization," added Dave Henderson, Chief Technology Officer at CGI. In a related note, François Boulanger, President and CEO of CGI, highlighted that the company’s Q1 2026 performance reflected a continued focus on modernization and managed services, with advanced AI solutions embedded driving strong wins.
The expanded partnership positions CGI as a leader in AI‑enabled consulting, expands its competitive edge, and provides a scalable path to deliver measurable ROI for clients. By leveraging Codex’s advanced agentic capabilities, CGI can accelerate software delivery, reduce manual code‑review effort, and enhance security posture, thereby reinforcing its strategic focus on AI‑driven transformation.
