KBR announced that it has been awarded a 50‑month contract by Zallaf Exploration, Production and Refining of Oil and Gas Company to provide project management and technical services for the South Refinery Project in Ubari, Southwest Libya.
The agreement covers contract management, project management and supporting technical services throughout the EPC phases of the refinery, positioning KBR to play a key role in the development of a major downstream facility that will process 30,000 barrels per day of crude oil and produce a range of petroleum products.
KBR’s win adds a significant long‑term revenue stream to its Mission Technology Solutions portfolio, which is slated for a spin‑off later in 2026. The company highlighted its experience with more than 160 refining and downstream projects worldwide and its prior work in Libya, including the Great Man‑Made River Project, to underscore its capability to manage large‑scale, complex projects on schedule.
The South Refinery Project is part of Libya’s broader strategy to revitalize its downstream sector and reduce reliance on crude oil exports. Zallaf, a 100% subsidiary of Libya’s National Oil Corporation, has been advancing the project since late 2025, and KBR’s involvement is expected to accelerate the implementation phase and strengthen Libya’s local engineering talent base.
