Kinder Morgan and Phillips 66 announced that the second open season for the Western Gateway Pipeline will now close on April 15, 2026, extending the period during which shippers can secure capacity and sign service agreements.
The open season is a key sales window that allows prospective shippers to evaluate the updated Transportation Services Agreement, obtain internal approvals, and commit to capacity. By extending the deadline, the companies give shippers an additional month to complete commercial evaluations and secure the necessary approvals, keeping the project on track toward full capacity deployment.
The Western Gateway Pipeline is strategically important because it connects Mid‑continent refineries to growing markets in Arizona and California. The 1,300‑mile route will deliver up to 200,000 barrels per day of refined products into Arizona, while a reversed segment of Kinder Morgan’s SFPP pipeline will provide downstream connectivity into California’s Los Angeles market. The project addresses a projected 17‑20% decline in California’s refining capacity by 2026 and meets rising fuel demand in the Southwest.
The extension signals strong ongoing demand for the pipeline’s capacity and moves the project closer to operational status. It also reinforces Kinder Morgan’s position in the refined‑products midstream market, providing a new revenue stream and expanding its geographic footprint. The additional time for shippers to finalize agreements is expected to accelerate the pipeline’s commercial rollout and enhance the company’s long‑term cash‑flow profile.
"We expect approximately 4% growth in Adjusted EBITDA and 8% growth in Adjusted EPS compared to the 2025 guidance we provided on the third quarter earnings call, driven by continued execution on expansion projects in our Natural Gas Pipelines business segment," said Kim Dang, Kinder Morgan’s chief executive officer, underscoring the company’s confidence in its expansion strategy.
