Kyivstar Group Ltd. completed a 2025 network expansion that added 630 new communities to its 4G coverage, raising the operator’s reach to 96.2% of the population in territory controlled by Ukraine.
The rollout included the construction of more than 6,000 new base stations and the upgrade of over 10,000 existing sites, a capital outlay of roughly UAH 40.1 billion (about $913 million). The investment represented more than 30% of Kyivstar’s 2025 revenue, underscoring the company’s prioritization of network resilience and modernization.
The expansion is part of a $1 billion investment plan spanning 2023‑2027 that aims to restore and strengthen Ukraine’s digital infrastructure after the full‑scale war began. By targeting rural and strategically important communities, Kyivstar is expanding its addressable market while ensuring that critical communication services remain available in areas most vulnerable to disruption.
CEO Oleksandr Komarov said the company is committed to building a digital future for Ukraine, while technical director Volodymyr Lutchenko highlighted the importance of developing network capacity along highways and in underserved regions. The move also supports Kyivstar’s broader strategy of diversifying into renewable energy, digital health, and ride‑hailing services, positioning the operator for long‑term growth beyond core telecom services.
The expanded coverage enhances data speeds and reliability for millions of users, bolstering the digital economy and supporting government, business, and civilian communications during ongoing wartime conditions. Kyivstar’s continued investment in 5G testing and infrastructure upgrades signals a readiness to lead the next generation of mobile connectivity in Ukraine.
