L3Harris Invests $1.27 Billion to Expand Solid Rocket Motor Production in Virginia, Creating 350+ Jobs

L3Harris Technologies announced a $1.27 billion investment to expand its solid rocket motor production facility in Orange County, Virginia, as part of the Virginia Advanced Propulsion Facilities (VAPF) project. The expansion will more than double the company’s manufacturing space from 256,000 square feet to over 512,000 square feet, enabling a substantial increase in production capacity for tactical, air defense, and missile defense programs.

The project is expected to create more than 350 new jobs over the next five years, reinforcing the region’s workforce and supporting the local economy. “On behalf of the Board of Supervisors and our Economic Development team, we are thrilled to recognize and support L3Harris' $1.27 billion expansion and the creation of 350+ new jobs in Orange County. This is a transformational announcement that will benefit Orange County for decades,” said Bryan Nicol, Chairman of the Orange County Board of Supervisors.

The expansion is driven by soaring demand for solid rocket motors, fueled by geopolitical conflicts and the need for allies to replenish stockpiles. L3Harris’s acquisition of Aerojet Rocketdyne in July 2023 positioned the company as one of only two domestic producers of large solid rocket motors, alongside Northrop Grumman, creating a strategic duopoly in the defense industrial base.

The U.S. government’s commitment to the program is underscored by a $1 billion convertible preferred stake in L3Harris’s missile solutions unit, ensuring a steady supply of motors for various missile systems and building a resilient industrial base. The expansion also aligns with the Defense Production Act, which aims to boost the replenishment of weapons for Ukraine and other critical defense needs.

“L3Harris' continued investments in solid rocket motor facilities are bolstering manufacturing capacity for key national defense programs. The expansion is part of a broader, multi‑site investment strategy that includes facilities in Camden, Arkansas, and Huntsville, Alabama. L3Harris plans to spin off its missile solutions unit into a new publicly traded company in the second half of 2026, with the U.S. government becoming a significant shareholder, further emphasizing the strategic importance of the Virginia facility.

Governor Abigail Spanberger praised the project, stating, “I congratulate L3Harris on its historic expansion in Central Virginia. With a deep talent pipeline and strong track record in the defense and advanced manufacturing sectors, the Commonwealth is ready to fill the hundreds of new positions coming to Orange County.
