Phillips 66 and Kinder Morgan Extend Western Gateway Pipeline Open Season to April 15

Phillips 66 and Kinder Morgan extended the second open season for the Western Gateway Pipeline, moving the closing date to April 15 at noon CT. The extension gives shippers additional time to evaluate the updated Transportation Services Agreement and secure internal approvals for remaining capacity.

The Western Gateway Pipeline is a proposed refined‑products system that will run from St. Louis to California. It includes a new‑build segment from Borger, Texas, to Phoenix, Arizona, and a reversal of Kinder Morgan’s existing SFPP pipeline between Colton, California, and Phoenix. The extension also adds new receipt points on the Gulf Coast and new delivery options into Los Angeles via the SFPP Watson‑to‑Colton line, expanding the pipeline’s reach to a key consumer base.

For Phillips 66, the project strengthens its downstream logistics network and supports its strategy of integrating midstream and refining assets to capture value from wellhead to market. For Kinder Morgan, the extension expands its refined‑products transportation network and positions the company to capture additional market share in the West Coast market.

The project is in the commercial development stage, with final capacity allocations dependent on the outcome of the extended open season. The initial open season, held in December, attracted significant shipper interest and commitments, and the extension indicates continued strong demand and the need for additional time for potential shippers to finalize their commitments.

The Western Gateway Pipeline is expected to be completed by 2029, and the extended open season will allow Phillips 66 and Kinder Morgan to secure the necessary capacity allocations and contractual agreements to move forward with construction and regulatory approvals.
