SAP has broadened its partnership with AI‑technology firm Cohere to roll out sovereign AI solutions worldwide, with the first deployment in Canada. The expansion builds on the existing collaboration that integrated Cohere’s models into SAP’s EU AI Cloud and Business Technology Platform, and it leverages SAP’s Business Data Cloud and Business AI platforms to deliver AI capabilities that meet strict data‑safety and sovereignty regulations.

The move responds to a surge in demand from public‑sector and regulated‑industry customers who must keep data within national borders. By offering AI models that run inside SAP’s sovereign cloud environments, the partnership gives customers the ability to deploy advanced language models while satisfying local data‑residency laws, thereby opening a new revenue stream in a market that is increasingly price‑sensitive to compliance costs.

SAP’s Q4 2025 earnings, released on January 29, 2026, showed 26% year‑over‑year growth in cloud revenue and a record cloud backlog of EUR 77 billion, but the company missed revenue and EPS forecasts. The new partnership is part of SAP’s strategy to offset those misses by accelerating AI adoption and generating new, high‑margin revenue from AI‑enabled services.

Christian Klein, SAP’s CEO, said that “AI is reshaping the market and SAP has a decisive opportunity to drive lasting advantage through leading AI.” He highlighted the huge potential of Business AI and Business Data Cloud as key growth drivers, underscoring the company’s commitment to embedding AI across its product portfolio.

Cohere CFO François Chadwick noted that the partnership “provides organizations with tools to build transformative AI solutions on their own terms, backed by security, accuracy, and privacy.” The collaboration will allow customers to deploy Cohere’s models within SAP’s sovereign cloud, ensuring compliance with local data regulations while delivering the performance of cutting‑edge language models.

The partnership extends SAP’s sovereign cloud footprint beyond Europe into Canada, aligning with its broader strategy to equip 12 million people with AI‑ready skills by 2030 and to compete with Microsoft, Oracle, and Salesforce in the AI and cloud space. The expansion also reflects SAP’s ongoing investment in Cohere, which began with a strategic investment in July 2023.
