SK Telecom, Rebellions, and Arm have announced a joint venture to build a new AI inference infrastructure tailored for sovereign AI and telecom data‑center environments. The collaboration will combine Arm’s AGI CPU—its first data‑center processor designed in‑house—with Rebellions’ RebelCard™ accelerator, a module‑type card that delivers performance comparable to flagship GPUs while surpassing them in power efficiency.

The partnership will validate the integrated hardware in SK Telecom’s live data‑center environments before expanding to global markets. The three companies will co‑develop the entire software stack, including firmware, and will run SK Telecom’s proprietary foundation model, A.X K1, on the new servers. The architecture is a heterogeneous CPU‑NPU design that promises high throughput with lower heat and power draw, a key advantage for telecom‑grade data centers that must maintain strict environmental controls.

Strategically, the deal signals SK Telecom’s shift from a traditional mobile‑network operator to an AI infrastructure provider. By offering a turnkey inference platform that supports sovereign AI models, the company aims to unlock new revenue streams and strengthen its competitive position in both the Korean and global AI markets. The partnership also positions SK Telecom to meet growing government demand for domestic AI capabilities, a trend that is reshaping the telecom sector worldwide.

For Arm, the AGI CPU marks a significant move into selling production chips directly, moving beyond its traditional IP‑licensing model. The collaboration with SK Telecom and Rebellions helps Arm establish a foothold in the high‑margin data‑center CPU market, projected to exceed $1 trillion by 2030. Rebellions, founded in 2020, gains a high‑profile platform to showcase its RebelCard™ accelerator, which is scheduled for commercial release in Q3 2026 and is expected to compete with GPU‑based inference solutions on power efficiency and cost.

Management comments underscore the strategic intent. Lee Jae‑shin, Head of AI Business Development at SK Telecom, said, “By providing a full package that combines inference‑optimized infrastructure with our proprietary foundation model A.X K1, we will further strengthen our AI data‑center competitiveness.” Eddie Ramirez, Vice President of GTM for Arm’s Cloud AI business unit, noted, “The rapid growth of AI inference is driving demand for new data‑center infrastructure optimized for large‑scale deployment. Partners such as SK Telecom and Rebellions are playing an important role in building the Arm AGI CPU and modernizing AI inference infrastructure.” Jinwook Oh, CTO of Rebellions, added, “We expect this one‑team collaboration of experts to serve as a significant precedent in the industry for building AI‑specialized infrastructure.”

The partners plan to validate the integrated solution in SK Telecom’s data centers before rolling it out globally. The collaboration is expected to accelerate the deployment of energy‑efficient AI inference hardware, positioning all three companies to capture a growing share of the sovereign AI and telecom data‑center markets.
