SuperCom Ltd. secured a new national electronic monitoring contract with Sweden’s Prison and Probation Service, valued at approximately $17 million and spanning up to nine years. The award will deploy the company’s PureSecurity Electronic Monitoring Suite across the country’s offender programs, covering GPS tracking, home detention, and indoor facility monitoring.

The contract expands SuperCom’s presence in Sweden, where it already holds four national contracts. The new award is expected to drive a six‑fold increase in the company’s Swedish program size compared with the 2019 deployment, and it opens the door to additional high‑value programs such as alcohol monitoring.

SuperCom won the contract through a competitive bid process that involved five companies, including the incumbent that had served Sweden for roughly 25 years. The evaluation period lasted more than a year, underscoring the rigorous selection process and the value placed on advanced technology and operational reliability.

Sweden has operated electronic monitoring programs since 1994, and the Prison and Probation Service is currently expanding its use of technology to improve offender supervision. The PureSecurity suite’s GPS tracking, anti‑tamper mechanisms, secure communications, and energy‑efficient device architecture position SuperCom as a best‑in‑class provider in a mature market.

The win strengthens SuperCom’s competitive position against long‑standing incumbents and enhances its recurring revenue stream. It also signals the company’s ability to secure large, recurring contracts in developed markets, supporting its broader growth and margin expansion objectives.

SuperCom’s financial performance in recent quarters shows a mixed picture. In Q4 2023 the company reported a 51 % increase in annual revenue to $26.6 million, reaching a five‑year high, and posted positive EBITDA. However, other reports indicate a declining revenue growth rate over the past three years and a low Altman Z‑Score, suggesting potential financial distress. The new Swedish contract is expected to bolster revenue growth and profitability, providing a new source of recurring income in a high‑margin segment.

With more than 15 national projects across Europe, including recent wins in Romania, Finland, and Germany, SuperCom is expanding its footprint in developed markets. The Swedish contract adds a significant new revenue stream and positions the company to pursue additional programs such as alcohol monitoring, further diversifying its portfolio and reinforcing its market leadership.
