TotalEnergies Restarts Mozambique LNG Project After Security Concerns Lifted

TotalEnergies announced the full restart of its Mozambique LNG project, a $20 billion investment that had been suspended in 2021 due to a jihadist insurgency in Cabo Delgado. The company’s chairman and chief executive, Patrick Pouyanné, met with President Daniel Chapo to confirm that the force‑majeure declaration made in 2021 would be lifted on November 7 2025, allowing construction to resume.

The restart brings more than 4,000 workers back on site, including over 3,000 Mozambican nationals, and positions the project at 40 % complete. Engineering and procurement were largely finished during the pause, enabling a rapid ramp‑up of on‑shore and off‑shore activities. First LNG output is now targeted for 2029, and the project is expected to create up to 7,000 direct jobs during construction while generating more than US$4 billion in local‑content contracts.

The decision to restart follows a comprehensive security plan that involved the Mozambican government and Rwanda, which has helped secure the site and restore confidence among contractors and investors. TotalEnergies is also pursuing a compensation claim of US$4.5 billion for cost overruns linked to the delay and is seeking a 10‑year extension to its concession, underscoring the company’s long‑term commitment to the project.

President Chapo highlighted the project’s role in transforming Mozambique into a major LNG exporter and emphasized the economic benefits for local communities. He noted that the restart would open new opportunities for micro, small and medium‑sized enterprises, strengthen local content, and support the development of national value chains.

CEO Pouyanné underscored the significance of the restart for both the company and the country, stating that the project would bring sustainable economic benefits to the Mozambican people and reinforce TotalEnergies’ strategy to expand its upstream portfolio in Africa.

The restart is a key milestone for TotalEnergies, signaling a return to growth in a region that has been a strategic focus for the company.
